Identifying CBAM-scope suppliers

How to identify which suppliers are in scope

A supplier is in scope for CBAM if they are based outside the UK and supply goods that fall under one of the CBAM commodity code groups: steel/iron, aluminium, cement, fertiliser, hydrogen, or electricity. The determining factor is the commodity code of the goods, not the nature of the supplier's business as a whole.

Not all overseas suppliers are in scope

Only suppliers providing goods classified under CBAM-covered commodity codes are affected. If an overseas supplier sells you office equipment or raw materials outside the CBAM sectors, they are not in scope, even if other goods from the same supplier are. Scope is determined at the product level, not the supplier level.

How Oportax classifies imports automatically

When you upload your import data, Oportax matches each line item's commodity code against the published list of CBAM-covered codes. Items that match are flagged as in scope, and the associated suppliers are identified automatically. You can review and override any classification before proceeding.

What to do when a supplier is in scope

Once a supplier is identified as in scope, you need to collect their emissions data for the goods they supply to you. Oportax helps with this in three ways:

  1. Generate a structured data request tailored to the supplier and the specific goods.
  2. Send the request directly from Oportax, with tracking and reminders.
  3. Receive and validate the supplier's response, flagging any gaps or inconsistencies.
